Hacienda ha anunciado que retrasa VERI*FACTU hasta octubre de 2028. Pero conviene leer la letra pequeña: a día de hoy, la norma que está en vigor sigue diciendo 2027.The Ministry of Finance has announced that VERI*FACTU is delayed until October 2028. But it pays to read the small print: as of today, the regulation in force still says 2027.

El 5 de octubre de 2026, el Ministerio de Hacienda publicó una nota informativa anunciando el aplazamiento de las obligaciones pendientes del reglamento de VERI*FACTU. El objetivo declarado es lograr la máxima convergencia posible con la factura electrónica obligatoria entre empresas, tanto en lo normativo como en lo técnico.On October 5, 2026, the Ministry of Finance published an information note announcing the postponement of the outstanding obligations under the VERI*FACTU regulation. The stated aim is to achieve the greatest possible convergence with mandatory B2B e-invoicing, both legally and technically.

Es una buena noticia para muchas empresas que llegaban justas. Pero hay tres matices que conviene entender antes de guardar el tema en un cajón.It is good news for many companies that were cutting it fine. But there are three caveats worth understanding before you put the subject away in a drawer.

Matiz 1: todavía no es derecho vigenteCaveat 1: it is not yet law in force

Esta es la parte que más nos están preguntando estos días, y la que más importa.This is the part we are being asked about most these days, and the one that matters most.

Una nota informativa del Ministerio no modifica un reglamento. Mientras no se publique en el BOE la modificación del Real Decreto 1007/2023, las fechas jurídicamente exigibles siguen siendo las de 2027.An information note from the Ministry does not amend a regulation. Until the amendment to Royal Decree 1007/2023 is published in the Official State Gazette (BOE), the legally enforceable dates are still those of 2027.

En la práctica, nadie espera que Hacienda anuncie un aplazamiento y luego no lo tramite. Pero una empresa que tome decisiones de inversión, de contratos con su proveedor de software o de planificación interna basándose en un anuncio todavía no formalizado está asumiendo un riesgo que conviene conocer.In practice, nobody expects the Ministry to announce a postponement and then not put it through. But a company that makes investment decisions, signs contracts with its software provider or plans internally on the basis of an announcement that has not yet been formalised is taking on a risk it should be aware of.

Lo prudente: planificar con la nueva fecha como horizonte razonable, sin desmontar lo que ya estaba en marcha, y confirmar el calendario definitivo cuando se publique la norma.The prudent approach: plan with the new date as a reasonable horizon, without dismantling what was already under way, and confirm the final timeline once the regulation is published.

Matiz 2: aplazar no es anularCaveat 2: postponing is not cancelling

El aplazamiento cambia el cuándo, no el qué.The postponement changes the when, not the what.

Según la propia nota, las exigencias de fondo se mantienen en términos sustancialmente equivalentes: los registros de facturación tendrán que seguir siendo íntegros, trazables e inalterables. Es decir, la obligación de fondo (que tu programa de facturación no permita modificar ni borrar una factura sin dejar rastro) no desaparece.According to the note itself, the substantive requirements remain in substantially equivalent terms: invoicing records will still have to be complete, traceable and unalterable. In other words, the underlying obligation (that your invoicing software must not allow an invoice to be changed or deleted without leaving a trace) does not go away.

Quien había dado por hecho que el tema se iba a caer, se equivoca. Lo único que ha cambiado es el plazo para llegar.Anyone who assumed the whole thing would be dropped is mistaken. The only thing that has changed is the time you have to get there.

Matiz 3: la razón del retraso explica hacia dónde va todo estoCaveat 3: the reason for the delay shows where all this is heading

El aplazamiento no es una marcha atrás: es un intento de que dos obligaciones que iban por caminos distintos lleguen juntas.The postponement is not a U-turn: it is an attempt to make two obligations that were on separate tracks arrive together.

Por un lado, VERI*FACTU, que regula cómo debe comportarse tu programa de facturación. Por otro, la factura electrónica obligatoria entre empresas, que regula en qué formato se emiten y se envían las facturas, y cuyo calendario distingue por tamaño: las empresas que superan los 8 millones de euros de facturación entran antes que el resto.On one side, VERI*FACTU, which regulates how your invoicing software must behave. On the other, mandatory B2B e-invoicing, which regulates the format in which invoices are issued and sent, and whose timeline depends on size: companies with turnover above €8 million come in before the rest.

Obligar a las empresas a hacer dos adaptaciones tecnológicas seguidas, con año y medio de diferencia, no tenía mucho sentido. Alinearlas permite hacer una sola transición.Forcing companies through two technology changes in a row, a year and a half apart, did not make much sense. Aligning them allows for a single transition.

Y hay un tercer horizonte detrás de todo esto: la armonización europea del IVA en la era digital, que marcará el destino final de ambas normas. Lo que estamos viendo no es un sistema que se aplaza, sino un sistema que se está construyendo por fases.And there is a third horizon behind all this: the European harmonisation of VAT in the digital age, which will set the final destination for both rules. What we are seeing is not a system being postponed, but a system being built in phases.

Entonces, ¿qué hago ahora?So, what should I do now?

Si ya te habías adaptado o estabas en ello, no deshagas nada. La AEAT describe el periodo previo a la obligación como una fase de pruebas en la que se puede usar voluntariamente un sistema adaptado. Llegar antes no penaliza: permite detectar problemas sin la presión de la fecha límite.If you had already adapted or were in the process, don't undo anything. The Tax Agency describes the period before the obligation as a testing phase in which a compliant system can be used voluntarily. Getting there early carries no penalty: it lets you find problems without the pressure of a deadline.

Si no habías empezado, úsalo como lo que es: tiempo, no indulto. Dos años dan margen para hacer bien algo que, hecho con prisas, sale mal. Y conviene recordar que la adaptación no es solo cambiar de programa: implica revisar cómo se emiten las facturas en tu empresa, quién las emite y con qué datos.If you had not started, treat it as what it is: time, not a pardon. Two years give you room to do properly something that goes wrong when rushed. And remember that adapting is not just a matter of changing software: it means reviewing how invoices are issued in your company, who issues them and with what data.

Habla con tu proveedor de software. La mayoría de los programas de facturación ya han incorporado o están incorporando los requisitos. Pregunta por su calendario, no por su intención.Talk to your software provider. Most invoicing programs have already built in the requirements or are in the process of doing so. Ask about their timeline, not their intentions.

Y aprovecha para plantear la pregunta de fondo.
